The UK FCA has proposed letting some investment funds allocate up to 10% of assets to crypto ETNs, a move that could widen institutional crypto exposure.

The UK Financial Conduct Authority has proposed allowing certain authorized investment funds to allocate up to 10% of their portfolios to crypto exchange-traded notes, a move that could meaningfully expand institutional access to digital assets in Britain.

What the FCA proposal would allow

The FCA outlined the proposal in consultation paper CP26/17, which considers permitting eligible UK investment funds to hold crypto ETNs within a capped allocation. Crypto ETNs are debt securities listed on exchanges that track the price of digital assets like Bitcoin or Ethereum, giving investors exposure without requiring direct custody of the underlying tokens.

The proposed cap would limit fund exposure to 10% of total assets. This means a qualifying fund could dedicate a portion of its portfolio to crypto-linked products while keeping the vast majority in traditional asset classes.
